In the last ten years, there has been visible change in the school infrastructure in Karnataka due to consistent increase in allocation of funds. I find many writers are mainly concerned about the infrastructure which is not valid today.
What has not changed is the quality of teaching. The intake is based on competition and process is fairly good. The story ends there. There is no induction process for new recruits nor mentoring. Feedback does not exist. The seniors are the same old lot who believe in the education process which they under went. The new lot gradually join the old hands. No teacher has reading habit and no teacher had read any book in last three years amongst teachers of three schools I mat and nor they had any collection of teaching aids like subject books, atlas, dictionaries, etc. Entire process is limited to text book based teaching to cover the syllabus. Therefor, no wonder, ther is very little learning in Government schools. There is no value adding in-service training for teachers. Worst, no audit process exists for teaching achievements.
The education administration of public schools, which includes Head masters, BEOs, DDPIs and other officials, is the main reason to worry. The ignorance is the worst enemy there. I have not come across a single Head Master who was aware of education rules and regulations.
First, it is time to change the recruitment rules. Graduates be recruited for teaching jobs in primary schools. PU qualified persons of today are ill equipped to teach due to deficiency in knowledge. Introduce independent audit process of schools and teachers and rewards for performers and punishment for non performers. Train Head masters in the art of education Management and hold them accountable for the school performance. Great expectation, but will it be possible in ever increasing weakness in governance?
